How Long Has Cook Out Been in Norfolk?
Cook Out has been in Norfolk for well over a decade, and the city has steadily added stores; the newest of the three, on East Little Creek Road, was proposed in 2017 for the site of a former furniture store. We have not found reliable published opening dates for the Monticello Ave or Military Hwy stores, so we do not give one.
1989: Morris Reaves opens the first Cook Out in Greensboro, North Carolina. The chain later spreads up into Virginia.
1934: Long before Cook Out, Doumar’s sets up on Monticello Avenue. The family business credits founder Abe Doumar with creating the ice cream waffle cone at the 1904 World’s Fair, and it is now Cook Out’s next-door neighbor on Monticello.
August 2017: WTKR reports that a new Cook Out is planned at 720 East Little Creek Road, near Little Creek Rd and Tidewater Drive, replacing a 26,460-square-foot building that used to be a furniture store.
July 2021: Virginia Business reports that a Cook Out entity bought the former KFC building at 1010 Independence Blvd in Virginia Beach for about $2.44 million. That site is still listed as coming soon in Cook Out’s locator in October 2026.
Today: Cook Out’s locator lists 42 open Virginia stores as of October 2026, with Norfolk’s three the most of any city in the state.
Hampton Roads keeps growing as a Cook Out market. Besides Independence Blvd, the locator shows coming-soon stores at 3216 Western Branch Blvd in Chesapeake and 4340 George Washington Memorial Pkwy in Yorktown. Opening dates are not published, so treat them as future options rather than places to drive to today.
For all 42 Virginia stores from Winchester to Bristol, see the Cook Out Virginia guide.
How Do I Get to Cook Out From I-64 or I-264 in Norfolk?
From I-64, use exit 277 (Tidewater Dr, VA-168) for the Little Creek Rd store, about 0.6 mile away. From I-264, use exit 13B (Military Hwy, US-13) for the Military Hwy store, about 0.9 mile north. The Monticello Ave store is reached from the downtown end of I-264 via Brambleton Ave.
| Highway | Exit | Nearest Cook Out | Approx. distance |
|---|---|---|---|
| I-64 | Exit 277 (Tidewater Dr, VA-168) | Norfolk – 720 E Little Creek Rd | ~0.6 mi |
| I-264 | Exit 13B (Military Hwy, US-13 north) | Norfolk – 1105 N Military Hwy | ~0.9 mi |
| I-264 | Downtown exits to Brambleton Ave | Norfolk – 1818 Monticello Ave | In town |
| I-64 | Exit 286 (Indian River Rd) | Virginia Beach – 5670 Indian River Rd | ~0.3 mi |
| I-64 | Exit 290 (Battlefield Blvd) | Chesapeake – 1328 Battlefield Blvd N | ~0.6 mi |
| I-64 | Exit 263 (Mercury Blvd) | Hampton – 1025 W Mercury Blvd | ~0.4 mi |
Coming from each direction
- From Richmond or Williamsburg (I-64 east): after the Hampton Roads Bridge-Tunnel, continue to exit 277 for Tidewater Dr and the Little Creek Rd store. The Hampton store at exit 263 is the last Cook Out before the tunnel.
- From Virginia Beach (I-264 west): exit 13B for Military Hwy puts you about 0.9 mile from the N Military Hwy store, just past the JANAF area.
- From Chesapeake or the Outer Banks (I-64 / Route 168): the Chesapeake store on Battlefield Blvd is right off I-64 exit 290; in Norfolk, Military Hwy is the closest.
- From Portsmouth (I-264 east): come through the Downtown Tunnel and head north on Monticello Ave for the 1818 Monticello Ave store.
Tunnels are the wild card in Hampton Roads. The Hampton Roads Bridge-Tunnel, the Downtown and Midtown tunnels and the Monitor-Merrimac on I-664 can all back up, so on a late-night run it is usually better to stay on your side of the water and use the closest store.
Is There a Cook Out Near Naval Station Norfolk, ODU or Norfolk State?
Yes. The E Little Creek Rd store is about 3.5 miles from Naval Station Norfolk, and the Monticello Ave store is about 2 miles from Old Dominion University and under 2 miles from Norfolk State University. All three keep the chain’s typical late hours, which matters in a Navy town that runs around the clock.
Naval Station NorfolkThe world’s largest naval base sits on Norfolk’s northwest shore. Sailors leaving base usually reach 720 E Little Creek Rd fastest by heading east on Little Creek Rd past Wards Corner.
Joint Expeditionary Base Little Creek–Fort StoryThe amphibious base lies east of Norfolk along the Little Creek inlet. The E Little Creek Rd and N Military Hwy stores are the nearest Norfolk options.
Old Dominion UniversityThe Monarchs’ campus off Hampton Blvd is about 2 miles from the Monticello Ave store and a similar distance from Little Creek Rd. Monticello is the easier drive for students living in Ghent.
Norfolk State UniversityThe Spartans’ campus on Brambleton Ave east of downtown is under 2 miles from 1818 Monticello Ave.
Sentara Norfolk General & EVMSThe medical center on the edge of Ghent, home of Eastern Virginia Medical School (now part of Old Dominion University), is about a mile from the Monticello Ave store, a short trip for night-shift staff.
Military Circle & JANAFThe JANAF Shopping Yard is about a mile from the N Military Hwy store. Military Circle Mall, nearby on Military Hwy, has been closed since 2023, and the city has said it aims to start demolition in October 2026.
If you are visiting someone stationed in Norfolk, the hotels clustered around I-264 exit 13B on Military Hwy are on the same stretch as the N Military Hwy store, which makes a late tray an easy walk-up or drive-thru run.
What Time Does Cook Out Close in Norfolk?
Most Cook Out stores, including typical Virginia locations like Norfolk’s, open at 10:30 AM and close around 3 AM Sunday through Thursday and around 4 AM on Friday and Saturday. Hours vary by store and can change on holidays, so check the store’s Google Maps listing before a late drive.
Typical schedule: 10:30 AM open every day, about 3 AM close Sun–Thu, about 4 AM close Fri–Sat. Ordering is mainly through the drive-thru, and most Cook Outs also have a walk-up window rather than an indoor dining room.
| Day | Typical open | Typical close |
|---|---|---|
| Sunday | 10:30 AM | about 3:00 AM |
| Monday–Thursday | 10:30 AM | about 3:00 AM |

For holiday and weekend patterns across the chain, see our guide to what time Cook Out closes.
Late-night tip: Norfolk’s stores are only about 3 to 5 miles apart, so if one has a long line after a shift change or an ODU or Norfolk State game, another is a short drive away and usually keeps the same late hours.

| Cook Out Style topping (add to a burger) | 123 |
| BBQ Sandwich (regular) | 368 |
| Spicy Chicken Sandwich | 446 |
| Cook Out Style Hot Dog | 383 |

Ordering tips for Norfolk: the drive-thru line moves fastest if you order by tray (for example, “a Big Double tray, Cook Out Style, with hush puppies and onion rings, Cheerwine to drink”). Late at night, the full menu is usually still available, but shakes can take longer to make, so order them with the rest of the meal. For full details see the Cookout Tray menu, the milkshake menu and the Cook Out calories guide.
How Does Cook Out Compare to Norfolk Favorites?
Cook Out wins in Norfolk on late hours and price, with a full tray under $8 until about 3 or 4 AM; Norfolk’s own icons, like Doumar’s on Monticello Ave, win on history. The fun part is that on Monticello Ave the two are about a block apart.
Doumar’s has been on Monticello Avenue since 1934 and is known for the waffle cone that founder Abe Doumar is credited with inventing at the 1904 World’s Fair, made on a cone machine he engineered. Cook Out’s Monticello Ave store is about a block away, so the two make an easy contrast: a historic daytime drive-in and a late-night chain drive-thru. On the north side, the Little Creek Rd store shares its exit with Hardee’s, Bojangles, Burger King and Wingstop, and Military Hwy is lined with chains near JANAF.
| Need | Cook Out (Norfolk) | Typical alternative |
|---|---|---|
| Meal after midnight | Open until about 3–4 AM | Most nearby chains close earlier |
| Cheap full meal | Tray: entree + 2 sides + drink | Combo meals usually cost more |
| Ice cream | 40+ milkshake flavors | Doumar’s hand-made waffle cones on Monticello |
| Barbecue sandwich | Chopped pork with slaw on the menu | Local barbecue spots with daytime hours |
| Seafood | Not on the menu | Ocean View and Little Creek seafood restaurants |
| Sit-down dining | Drive-thru and walk-up focused | Ghent and downtown Granby St restaurants |
Norfolk’s food scene runs from Ghent bistros to waterfront seafood, but when you want a Big Double, hush puppies and a Cheerwine float at 1 AM, the city’s three Cook Outs are the reliable answer.
